i think the emperor is Hadrian and i can read sebastos, on the reverse there s a turreted city goddes with a as the last letter

what if the 3 letters you see on the coin are MMA and not AMA

 

given the sebastos title i think this could be a I st or II nd century provincial coin which would rule out the more common III century emperor from caracalla to philipp
